Technology has come to be a vital input for development in the modern society. One of the major problems confronting developing societies, including that of India, is the failure to develop organisational forms that are congruent with both the exogenous technology and the native social ethos. The mismatch between newly invading technology and the organisational forms has led to several dysfunctional consequences like uneven gains of development, communication barriers, alienation, monotony, emergence of new techno-managerial class and others. Changes in organisational structure are, therefore, inevitable for proper utilisation of modern technology for development. The central concern of the present work is to initiate changes in the organisational patterns of rural administration and make them viable to adopt new conditions and modern technology for development. Notwithstanding several studies on rural development, there is hardly any study focusing on the linkages between technology, rural development and organisation building. This is a modest effort in this direction.

Ch. Bala Ramulu is Professor of Public Administration at Kakatiya University, Warangal. Earlier, he has also held various positions in this university. He has written extensively on different aspects of rural development and public policies and published both books and research papers in leading national journals, and also in the volumes edited by noted scholars.
