Bedprakas
SyamRoy did his MA in Economics in 1968 from Calcutta University and
obtained a PhD from North Bengal University in 1987. He started his career in
the West Bengal Civil Service (1970) and was then selected in the IAS (1989).
He retired as Special Secretary, Development and Planning and went on to serve
as a Member of the Third State Finance Commission, West Bengal. Dr. SyamRoy
specializes in development administration, decentralized planning and state
planning. He is the author of some ten books and many journal articles.
