About the Book

The role of Governor in making and unmaking of the governments is a widely discussed subject with significant literature and judicial pronouncements available on it. However, there are many important areas in the governance of the state such as Rules of Business, Administration of Scheduled Areas and Governor as Chancellor of the Universities, which have not been adequately discussed. The thoughtfulness of the founding fathers of the Indian Constitution in providing the useful institution of the Governor for maintaining the unitary character of the Indian Republic and the diversity in the views of the academicians, the jurists, the bureaucrats and the politicians on the role and desirability of the institution of Governor are the central focus of the book.

About the Author / Editor

V.S. Singh, an IAS officer of Rajasthan cadre, is keenly interested in academic pursuits. He completed Post-graduate Diploma Course in Commerce Management (Wollongong University, Australia) besides short duration Management Training Courses at SIPA, Bhopal; IIM, Bangalore; and USAID Infrastructure Development Programme, Washington DC, USA. He also did his Ph.D. from the University of Rajasthan.

In his long career of 29 years as an IAS officer, he has held several important positions, like Collector and District Magistrate; Commissioner, Jaipur Development Authority; and Secretary to His Excellency, the Governor of Rajasthan. Presently, he is Principal Secretary, Home, Government of Rajasthan.

He has also contributed a score of papers to academic journals.
