Based on analysis of experiences from around the world, the sourcebook identifies four key elements to support empowerment of poor people: information, inclusion/participation, accountability, and local organizational capacity. This framework is applied to five areas of action to improve development effectiveness. These are: provision of basic services, improved local governance, improved national governance, pro-poor market development, and access to justice and legal aid.
This Sourcebook also offers twenty “Tools and Practices, ” focusing on a wide range of topics to encourage the empowerment of the poor from poor people’s enterprises, information and communication technologies to diagnostic tools including corruption surveys and citizen report cards.
Deepa Narayan is with the World Bank’s Poverty Reduction and Economic Management program, and writes under the leadership of the Bank’s senior management. She highlights the World Bank’s current thinking on empowerment to improve development effectiveness.
